A STRATEGIC LOCATION FOR LARGE-SCALE RENEWABLE ENERGY AND INDUSTRIAL DEVELOPMENT

Morocco has established itself as one of the most ambitious renewable-energy and green-industry markets in the region, with long-term national priorities spanning solar and wind generation, electricity infrastructure, green hydrogen, industrial development, water security and private investment.

The Kingdom’s energy transition has been developed under the leadership of His Majesty King Mohammed VI, with renewable energy positioned as an important driver of economic development, industrial competitiveness and regional investment.

OblinGreen identified Morocco as a strategic location for the development of an integrated renewable-energy and industrial infrastructure programme because of the country’s exceptional solar and wind resources, Atlantic access, established energy institutions, industrial capability, geographic proximity to Europe and long-term commitment to energy transition.

Following development and pre-feasibility work undertaken since 2020, OblinGreen focused particularly on the southern regions of Dakhla-Oued Ed-Dahab and Laayoune-Sakia El Hamra.

Development concepts have included large-scale solar and wind generation, high-voltage transmission and grid infrastructure, utility-scale energy storage, green hydrogen and ammonia production, renewable-energy manufacturing, desalination, port and logistics infrastructure, workforce development and associated regional investment.

OblinGreen’s development strategy has considered how renewable generation in southern Morocco could support domestic industrial demand, green-molecule production, national energy infrastructure and potential international energy markets.

DAKHLA AND LAAYOUNE

Dakhla and Laayoune were identified through OblinGreen’s development work as strategically important locations because of their renewable-energy resources, available development potential, Atlantic access and proximity to existing and proposed infrastructure.

Successive development iterations have contemplated two large renewable-generation zones of up to 15 GW each, together with energy storage, high-voltage substations and switch stations, transmission infrastructure, industrial facilities and green-hydrogen production.

The wider concept has also examined long-distance infrastructure linking southern Morocco with national and international energy markets.

The wider development concept also contemplated a high-voltage transmission corridor linking southern Morocco with northern grid and export infrastructure. As part of the project-development strategy, OblinGreen explored an intended future interface with the Xlinks Morocco-UK Power Project. This included direct engagement with Xlinks representatives in Morocco. No formal interconnection agreement or partnership with Xlinks is implied.

GOVERNMENT AND STAKEHOLDER ENGAGEMENT

OblinGreen has undertaken direct engagement with national and regional government representatives, investment authorities, regional leadership, ports authorities, the Moroccan Embassy in London, international investors and energy-sector counterparties in connection with its proposed development programme.

In November 2023, OblinGreen submitted a confidential development proposal and draft Memorandum of Understanding through the Moroccan Embassy in London covering renewable generation, storage, manufacturing, hydrogen and ammonia, transmission and grid infrastructure, port requirements, regional development and associated investment.

OblinGreen has also participated in direct meetings and investment discussions in Morocco relating to the proposed programme.

DEVELOPMENT STATUS

The OblinGreen Morocco programme remains at development stage.

Project capacities, layouts, investment estimates, infrastructure requirements, technologies and development schedules have evolved through successive planning and pre-feasibility iterations and remain subject to further technical, commercial, environmental, regulatory and financial development.

OUR OBJECTIVE

OblinGreen’s objective is to develop commercially credible renewable-energy and industrial infrastructure capable of creating long-term value for Morocco through investment, employment, skills development, industrial capability and regional economic growth.

Where projects progress, OblinGreen’s intention is to maximise Moroccan participation, local employment, workforce training and the use of Moroccan businesses and supply chains wherever technically and commercially practicable.
